Laptop has internet, but cannot access or be accessed from other PCs

Have you tried to ping another computer with IP address and Computer name with commend? It seems like the DNS issue.
Firstly, please check if you turn in the network discovery:
Network discovery is turned off. To turn on network discovery for all computers, follow these steps:

1. Open Advanced sharing settings by clicking the Start button , and then clicking Control Panel. In the search box, type network, click Network and Sharing Center, and then, in the left pane, click Change advanced sharing settings.
   
2. Click the chevron to expand the Home or Work network profile.
3. Click Turn on network discovery, and then click Save changes.  If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
   

After that, refresh the DNS for every computer as below for test:
